02/08/2010 - Introducing the SET-Plan. Towards a low-carbon future.
We are facing worldwide climate change, a situation which calls for an effective low-carbon policy and efficient energy technologies.
The European Union (EU) is tackling the challenge through a policy whose target is nothing less than the transformation of the entire energy system, with far-reaching implications on how we source and produce our energy, how we transport and trade it, and how we use it.
In short, we must make low-carbon technologies affordable and competitive – a market choice. This is the core idea behind the European Strategic Energy Technology Plan (SET-Plan).
The EU’s approach focuses on the European Industrial Initiatives (EII). Industry-led, the EIIs aim to strengthen industrial participation in energy research and demonstration, boost innovation and accelerate deployment of low-carbon energy technologies. EIIs target sectors in which working at EU level adds most value, and technologies for which the barriers, the scale of the investment and the risk involved can be better tackled collectively.

In deze brochure wordt een korte beschrijving gegeven van elk van 8 reeds goedgekeurde Europese Industriële Initiatieven (EII's), aangevuld met informatie over de Stuurgroep van het Strategische energietechnologieplan, de Europese Alliantie voor Energieonderzoek (EERA) en het SET-Plan Informatiesysteem (SETIS). Tot slot bevat de brochure een schat aan rechtstreekse internetlinks naar de belangrijkste documenten voor het SET-Plan en zijn verschillende Industriële Initiatieven.

De Vlaamse Regering nam op 22 juli 2005 de principiële beslissing om een Vlaams-Europees Verbindingsagentschap (vleva) op te richten. Het initiatief moet leiden tot een meer nadrukkelijke Vlaamse aanwezigheid op het Europese beleidsniveau en een betere Vlaamse belangenbehartiging. Het agentschap krijgt ook als taak het Vlaamse middenveld en de Vlaamse overheden (lokaal en regionaal) zo goed mogelijk te informeren over Europese dossiers en financieringsmogelijkheden. Het opzet bestaat erin om via een publiek-private alliantie het brede socio-economische, sociaal-culturele en wetenschappelijke veld zo sterk mogelijk te betrekken. Met de verdere Europese integratie en de huidige en eventuele toekomstige uitbreidingen van de EU heeft Vlaanderen er alle belang bij mee te spelen in de Europese besluitvorming. Een verbindingsagentschap maakt tevens een betere samenwerking met de vertegenwoordigers van de andere lidstaten en regio's mogelijk.
